Failure (Clang+CUDA) is clearly unrelated. Note that this change was motivated to support openmptarget builds with generated GNU makefiles. |

While it's not wrong to use
amdgpu-target, the preferred flag is nowoffload-arch. I have checked and all the compilers that we support, work withoffload-arch
