I recently upgraded to 3.0 and I'm discovering that when using next_sibling on the last child page, it returns nothing. Previously in 2.3, it looped back around to the first child. Does anyone know any way to get this functionality back?

This functionality is not available in 3.0. You can hide empty "Next project" and "Previous project" links on the last and first project pages. Here is a link. https://github.com/kolber/Stacey-Snippets/wiki/Hiding-Empty-Next-project-and-Previous-project-links

Yeah that's what I'm using at the moment.

I did like the way it looped around though and I was trying to recreate that functionality with twig filters. Seems the current version of Stacey hasn't upgraded to a newer twig version which has the filters I need for that.
