Stand up reliable mirror of osquery binaries

In order to facilitate autoupdating and packaging tooling, we need to publish a set of osquery binaries on GCS and expose them via https://dl.kolide.com links.

mirror is up via https://dl.kolide.co/kolide/<project>/<platform>/osquery-<version>.tar.gz

where:
project = osquery/launcher
platform = darwin/linux/windows
version = stable/beta/nightly/git-tag
