Change twitter-korean-text dependencies to open-korean-text.

안녕하세요. twitter-korean-text를 개발하고, 지금은 open-korean-text로 개발을 이어가고 있는 유호현입니다.

우선 KoNLPy에 twitter-korean-text를 포함해 주셔서 감사합니다. 여러모로 부족한 프로젝트이지만 여러 컨트리뷰터분의 도움으로 많은 발전을 하고 있습니다.

제가 트위터를 떠나게 되어서 추후의 개발은 twitter-korean-text가 아닌 open-korean-text로 하게 되었습니다. 꾸준히 업데이트가 되고 있으니, 패키지를 open-korean-text로 바꿔 주시면 좋을 것 같습니다.
