We have missing notifications for incoming messages on some devices running Android 7 or 8. Possible causes:

setPaused not handled correctly (chat screen "on pause")
deep sleep intervening before posting the notification
smart watch dismissing notifications <-- most probable

Smart watch was dismissing the notification, so this is normal UX.
