Unnecessary update was executed?

I placed 3 files of v1.0 beta 1 into existing +kaoriya vim directory.

And I executed UPDATE.bat.
It downloads the latest vim but gvim.exe and gvim.1.exe are same version.
I think the download was unnecessary.

I backed up entire vim directory so here are both directory hierarchies.

I heard the answer from @koron on Twitter.
He said this is expected behavior when the files are not under management.
