How to expire password for all users?

What steps will reproduce the problem?
1.gas update_user user_name={1} change_password=true
Output says user username updating


What is the expected output? What do you see instead?
The output comes without any error. Says user username updating.
But users are not prompted for change of password on next log in. 

What version of the product are you using? On what operating system?
Windows 7
