What this PR does / why we need it:

Fixes #

  • gs://kfserving-examples/tfserving/cifar10/resnet32 doesn't exist anymore. Changing it with gs://seldon-models/tfserving/cifar10/resnet32.
  • Change InferenceService api version to v1beta1. Also change the spec: no default anymore.
