Why is this needed?

I like to add about the Requirements (dependecies), Building and installing process in Readme Section which will help to the new contributor to easily install our kubeedge dashboard project in their local system.

well,for now, there is nothing added in this repo then it might possible that you may not add all the requirements. For further @vincentgoat can tell you if it's good to add or not.🙂

The building and installation guide will be committed in the init PR which implements the basic functionality of the dashboard.
It is welcome to submit other requirements in readme.
