[Repository Reuqest] Create kubeflow/caffe2-operator

We have a design proposal #41 for caffe2 support thanks to @carmark And he implemented a POC for the new operator. I think it is time to create the repo kubeflow/caffe2-operator and keep things going on simultaneously.

I created the repository.
I created the GitHub team caffe2-team and gave it write access.
@carmark I sent you an invite to add you to the team. I'll make you a maintainer so you can add other people.

I think we can close this issue after filing a separate issue to properly setup the caffe2-operator repository; see #31.
