Central UI image needs to be updated in 0.2.1 release; it is too old.

The central UI image in the 0.2.0 release is:
gcr.io/kubeflow-images-public/centraldashboard:v20180618-v0.2.0-rc.0-5-g715aafc8-e3b0c4

This appears to be too old; it doesn't contain the fix adding a link to JupyterHub.

Neither of the commits g715aafc8 or e3b0c4 appear to be valid.

Try a new image:

verified the jupyterHub image is there.

Need to tag the image v0.2.1 and then cherrypick it onto the release branch.

Does have the updated code and there was just some caching going on inside my browser which is why I didn't see the JupyterHub link. Can we inspect the contents of the image to confirm?

Either way it might still be good to create an image tagged v0.2.1
