Consolidate the ksonnet component update scripts #1926

Currently we have a lot of scripts to update ksonnet components in the kubeflow repo. This PR consolidates them into one script so it is easier to use. Eventually we can create an automated workflow so that components can be updated on a higher frequency.

Supported components:

  • tf-operator
  • pytorch-operator
  • katib
  • centraldashboard
  • jupyter-notebooks

Usage:

update_components.sh [component] [tag]
