fix(components): Delete unused to_table component item

Delete an unnecessary required field table in Bigquery Component to_table.

It involves #4226, which has already been closed.

I'm waiting for a kubeflow member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
