Add flags to allow tuning k8s client throttling. #192

I have seen that if enough agents exist, and one of a set of masters is unavailable (so every agent is sync-ing), proxy server goroutines grows unbounded. With pprof I find that client-go throttling (of token reviews) is where they are blocked.

In my repro, if I replace the client-go defaults (5 qps, 10 burst) with higher numbers, it mitigates the issue.

Hi @jkh52. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

nit: there are multiple authentications in the system. Perhaps "proxy server uses this client to authenticate agent tokens" to be more specific.
