Update dependencies

What is this PR about? / Why do we need it?
This commit updates the Go AWS SDK to v1.43.37, k8s.io/kubernetes to
v1.21.11 and mount-utils to v0.21.11

Also updated driver/mock_mount.go, driver/sanity_test.go and mounter/safe_mounter_windows.go since mountutils.Interface contains a new
method.

Ran go mod tidy and go mod vendor.

What testing is done?
Unit tests
e2e tests

Hi @rdpsin. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

get ginkgo`.
