Replace deprecated command with environment file

Resolve #1635

Update workflows to use environment file instead of deprecated set-output command.

I found the workflow files that use set-output command through the following command:

$ find . -name '*.yml' -o -name '*.yaml' | xargs egrep '\bset-output\b'

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Thanks! I'll leave it open a few days to make sure other maintainers have a chance to review, but this revision is good as far as I can see (you can ignore the Windows e2e test failure, it's due to a known ongoing issue).
