Is this a bug fix or adding new feature? bug fix.
What is this PR about? / Why do we need it? migration tests are still using this script & CSIMigrationComplete flag is in 1.17+ so my previous PR to set it didn't take effect, need to bump versions. (I guess kops doesn't validate feature gates or IDK how cluster creation passed with nonexistent gate)
What testing is done? N/A, will keep an eye on migration job.
