Set up a Dockerfile, Makefile build commands, and registry for the image #1

It would be good to set up the Dockerfile and make targets to build/push to a container registry (like GCR) so that people can try it out easily.

The Dockerfile and Makefile targets have been set up as a part of #4. However, we will need to circle back to set up the container registry, which requires an image pushing job in test-infra.
