Add SecurityGroup functions, List functions, subnet tags #3251

What type of PR is this?

What this PR does / why we need it:
Add

  • security group functions for e2e tests
  • list functions for VPC subnets, route tables and route tables associated to certain subnets
  • relevant CCM tags to subnets

Adds 11 functions for managing security groups, 5 additional List functions and adds the appropriate tags to the subnets based on type.

Hi @josh-ferrell. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

We will need a way to identify if a subnet is public or not to attach proper gateway rules to route table when this method is used to create the subnet.
In the code, we do this using isPublic field.

Tags could be used.
