fix: update GH_VERSION to v2.7.0

What this PR does / why we need it:
This pull request bumps GH_VERSION to v2.7.0 from 1.2.0 -- this is needed because hack/releasechangelog.sh is using the option --jq which is not available in 1.2.0 of the gh tool.

This change was introduced in the v1.7.0 version of the tool see changelog
