What this PR does / why we need it:

This PR adds needed structures for specifying custom certificate authority (cert/key pair), to be used for clusters' CA.

Which issue(s) this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close the issue(s) when PR gets merged):

Fixes #46.

Documentation:

It is up to be documented how to use this. It will be done in a follow-up.

Release note:

Add support for specifying custom certificate authority for cluster.
