User Story

Flatcar is an OS supported by Equinix Metal https://deploy.equinix.com/developers/docs/metal/operating-systems/supported/#flatcar-linux with unique benefits.

Adding Flatcar OS support to CAPP would give users more choice.

Are there additional controllers that should be used when deploying Kubernetes on Flatcar?

Are special steps needed to bootstrap the OS? (https://cluster-api.sigs.k8s.io/tasks/experimental-features/ignition.html)
