🐛 Fix default CPEM to be able to use loadbalancers in metros #600

What this PR does / why we need it:
Updates default cpem version to 3.6.2 to get an important fix CPEM. This fix enables it to allocate elastic IPs inside of metros when creating a loadbalancer.
