🐛 fix a bug in multinamespaced cache implementation #2288

This is a cherry-pick of #2252.

This commit fixes a bug that was brought in long ago in #1520. When the object's scope is not deterministic from the RESTMapper it should return an error instead of ignoring it.

Hi @alebedev87. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

The release-0.14 is the current stable branch, are you able to update instead of backporting?

@vincepri: The Kube API dependencies in 0.14 and 0.13 are different: 0.26 and 0.25 respectively. The latest version of our product (OpenShift) available to the customers uses the controller runtime 0.13. Updating controller-runtime to the KubeAPI which is not yet available to our customers (no release with Kube 0.26 is done yet) would cause some technical and likely conceptual problems.
