Shouldn't we use https://docs.github.com/en/actions/creating-actions/creating-a-docker-container-action with all dependencies installed ?

Maybe, yes. For now I just converted straight from Travis.

This PR switches from Travis to GitHub Actions with the goal of offering more visibility into the failures of builds.
