What type of PR is this?

What this PR does / why we need it:

We turn off the delete button when the selected priorityclass is created by k8s.

  • The name of it prefixed with system- is reserved by the system and it can't be deleted.
    Reference

To implement that logic, we added a new field on SelectedItem interface.

Even now, the apply/edit button is still enabled.
This is because even if the PriorityClass is the system one, description field, for example, is editable.

Hi @196Ikuchil. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
