What this PR does / why we need it:
The CI fail with the debian9-macvlan because the
apt-get update
errror .The root cause is the debian9 because is EOF, https://wiki.debian.org/LTS
So there is a reasonable solution: upgrading the test-case from the debian9 to the debian10 And removing the support of debian9.
