Added templating to coredns error plugin

What this PR does / why we need it:
Adds the possibility to configure the errors plugin for coredns through the coredns_additional_error_config option. This enables for example log consolidation which can be helpful to decrease the number of error logs in situations where there are issues with the network (e.g with upstream dns).
