Adds the possibility to set the DirectRouting option on the flannel VXLAN backend.

Which issue(s) this PR fixes:

Special notes for your reviewer:

It is disabled by default on flannel, by defaulting to false here as well we are fully backward compatible with the previous behavior.

Does this PR introduce a user-facing change?:

Hi @willtrnr. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I could not find some document to verify this option is valid.
Could you provide it if possible?

I found flannel-io/flannel#1554 and they said it is not valid.

It's in the the flannel backend documentation for VXLAN: https://github.com/flannel-io/flannel/blob/74a34bfa1331cd00d1da86ef8f8a340d9219a224/Documentation/backends.md#vxlan

It's been there for quite some time AFAIK because I had it enabled on an old k8s 1.18 cluster.
