What type of PR is this?
/kind cleanup

What this PR does / why we need it:
This commit removes the variable use_localhost_as_kubeapi_loadbalancer and rather detects that we are in a situation where we can use the localhost apiserver loadbalancer (meaning that we use the localhost load balancer and that the same ports are used for both the load balancer and the kube-apiserver).

This also cleanups the calico code to use kube_apiserver_global_endpoint rather than implementing the same logic all over again.
Which issue(s) this PR fixes:

Fixes #

Special notes for your reviewer:

Does this PR introduce a user-facing change?:

[Cilium] Remove use_localhost_as_kubeapi_loadbalancer and detect wether we can use localhost apiserver loadbalancer if cilium/calico replace kube-proxy

This commit removes the variable `use_localhost_as_kubeapi_loadbalancer`
and rather detects that we are in a situation where we can use the
localhost apiserver loadbalancer (meaning that we use the localhost load
balancer and that the same ports are used for both the load balancer and
the kube-apiserver).

This also cleanups the calico code to use `kube_apiserver_global_endpoint`
rather than implementing the same logic all over again.

Hi @MrFreezeex. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Instructions for interacting with me using PR comments are available here. If you have questions or suggestions related to my behavior, please file an issue against the kubernetes/test-infra repository.

Here is the CI (with the same code, just a different commit to trigger the CI) with Calico and Cilium using local lb https://gitlab.com/kargo-ci/kubernetes-sigs-kubespray/-/pipelines/761387531 (calico: https://gitlab.com/kargo-ci/kubernetes-sigs-kubespray/-/jobs/3680910211 & cilium: https://gitlab.com/kargo-ci/kubernetes-sigs-kubespray/-/jobs/3680910194)
