RayClusters managed by RayJobs stay in suspended state

What happened:

RayClusters that are created when RayJobs are admitted stay in suspended state, while they should be unsuspended and running.

This has been first reported in #1802 (comment).

What you expected to happen:

How to reproduce it (as minimally and precisely as possible):

1. Create a RayJob that can be admitted
2. Check the child RayCluster stays in suspended state
