Delete PVCs when deprovisioning

Right now, Minibroker doesn't act on any PVCs.
The k8s rule is that it doesn't delete a PVC when the StatefulSet is deleted.
Effectively, for Minibroker, this means we are just building up PVC count.
An idea is that Minibroker would automatically delete the PVCs and, if the platform operator wants the same guarantees that the PV won't be gone, the ReclaimPolicy of the storage class can be set to Retain.
