not needed for this PR but consider moving these things to a Make Target so it can be called form different jobs and when we need to update them we jsut update one

The release do the following:
Bump VersionGitHub Action (will require setting desired version), this will create a PRTag & ReleaseGitHub Action, this will create a tag, release, and upload binaries to the release
