CI: Setup tagging and releasing automation #32

The release do the following:

  1. Run Bump Version GitHub Action (will require setting desired version), this will create a PR
  2. Merge the PR
  3. Run Tag & Release GitHub Action, this will create a tag, release, and upload binaries to the release

not needed for this PR but consider moving these things to a Make Target so it can be called form different jobs and when we need to update them we jsut update one
