pull-secrets-store-csi-driver-e2e-windows test flaky

We recently updated the kubernetes version to v1.21 for the windows tests. The windows tests have largely been flaky ever since. Majority of the failures have been because of kubernetes-csi/node-driver-registrar#143. The increased error in v1.21 seems to indicate there might be a regression in v1.21 where there is no InfoRequest callback from kubelet for registration.

node-driver-registrar logs from this PR confirm there is no callback from kubelet for registration for all the failed runs.

kubernetes-csi/node-driver-registrar#152 merged to add a liveness-probe check mode in node-driver-registrar and release is planned for in the next 2 weeks.

• Update to the new node-driver-registrar image when available chore: update node-driver-registrar to v2.3.0 and enable liveness probe #691
