We recently updated the kubernetes version to v1.21 for the windows tests. The windows tests have largely been flaky ever since. Majority of the failures have been because of kubernetes-csi/node-driver-registrar#143. The increased error in v1.21 seems to indicate there might be a regression in v1.21 where there is no InfoRequest callback from kubelet for registration.

node-driver-registrar logs from this PR confirm there is no callback from kubelet for registration for all the failed runs.

kubernetes-csi/node-driver-registrar#152 merged to add a liveness-probe check mode in node-driver-registrar and release is planned for in the next 2 weeks.
