feat: use DynamicRESTMapper for manager

What this PR does / why we need it:
Use DynamicRESTMapper to dynamically discovers resource types at runtime. Using WithLazyDiscovery prevents the RESTMapper from discovering REST mappings until an API call is made.

• When CSI driver is deployed in a large cluster this can prevent concurrent GET requests from all the driver pods to discover resources as part of client initialization.
