What type of PR is this?

What this PR does / why we need it:

This allows us to create custom data transferred between containers
within SPOD daemonset pods. For now the API is not being exposed,
whereas the server listens only on localhost.

One use case of this interface is to update the metrics from different
containers, for example from the log enricher.
