upstreaming buoy to zeitgeist, stage for combining #14

What this PR does / why we need it:

zeitgeist has a similar scope to what buoy is doing. It makes more sense to teach zeitgeist to do the things buoy is trying to do for golang, as the story for goland in zeitgeist could benefit from what buoy is doing. So, let's stash buoy here and do a merge party!

Please see the readme in the buoy folder for details on what buoy can do right now.
