Nodes intermittently loose their node addresses

Backlog tracking issue for bug report kubernetes/kubernetes#68270

I had originally thought this was fixed in kubernetes/kubernetes#65226 but recent reports suggest that this bug still exists. Should be p0 or p1 for v1.16 and we should cherry-pick it to previous versions if possible.
