Add golangci github action and replace the deprecated golint

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I think we should also keep a makefile entry to run golang-ci locally.

@tao12345666333 Now only static-check entry in makefile runs hack/verify-all.sh in a container:

I can add golint entry in makefile if necessary.
