When we are running scale/gpu tests, we need to use a dedicated pool of GCE projects called
scalability-project,scalability-scale-projectandgpu-project. This PR adds support for that feature.Defined here https://github.com/kubernetes/k8s.io/blob/main/infra/gcp/terraform/k8s-infra-prow-build/prow-build/resources/test-pods/boskos-resources-configmap.yaml#L174
