This is the first of two PRs around IAM Policies. This changes
stringorslicetostringorsetto more accurately represent AWS IAM policy lists as unordered. The result is that the snapshot tests have some ordering changes as the final json lists become sorted.A followup PR will adopt the IAM policy builder for the SQS Queue Policy to mitigate some spurious diffs reported in
kops update cluster.
