fixed yum proxy configuration #7772

The current yum proxy configuration for rhel is invalid and has no effect on pointing yum operations via a proxy.

Check https://linux.die.net/man/5/yum.conf

The proxy config option for yum is "proxy" not "http_proxy"

Hi @zadowsmash. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Thanks @zadowsmash while I don't have a CentOS cluster nor an egress proxy to test this on, all the documentation I've found seems to agree with you.

You'll need to update all of the files in this test directory as well:

echo "http_proxy=${http_proxy}" >> /etc/yum.conf ;;
