Spotinst: Upgrade the Spotinst controller to version 1.0.50 #8080

This PR replaces PRs #8019 and #7920, upgrades the Spotinst controller to version 1.0.50 and aligns all resources with the corresponding Helm chart.

Hi @liranp. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

The labels have changed from k8s-addon to k8s-app. Normally this is fine except a Deployment's label selector field is immutable, so anyone running the old manifest wouldnt be able to upgrade to the new manifest:

I'm wondering if the easiest solution is to just update all the k8s-app references to k8s-addon. Thoughts?

The diff between the two files looks much better. I noticed the new manifest is no longer defining a service account which made me realize that Kops is probably not pruning resources no longer defined in new manifests, so we will have orphaned resources out there, but I'll file an issue for that separately.
