Move from debian-hyperkube-base to debian-base for node-authorizer #9828

Given the latest debian-hyperkube-base is based on Debian Stretch which is no longer receiving security updates as of 07/06/2020 and that k/k has completely stopped using it (kubernetes/kubernetes#88676) we should migrate off it as well.

P.S. We may want to migrate node-authorizer to be a scratch container as well but that will require some more digging into.

I think the shot term plan is to move node-authizer functionality to kops-controller.
See #7780, #9653 and #9791.
