What this PR does / why we need it:
Main change is moving to kubernetes 1.26.0 as it was released this week.
(and test driving the changed default repository name)
In addition this updates the used golang version to 1.19.4 and prometheus to 2.40.6
as well as updates the used linter to its latest version 1.50.1

How does this change affect the cardinality of KSM: (increases, decreases or does not change cardinality)
