What this PR does / why we need it:

The flaking test always fails with the polo test path. The test waits for the container to be running, but the test command sleeps for 2 seconds before writing output, creating a race. Presumably this started failing because the previous kubectl implementation takes more than 2 seconds to run.

failures are not from the ephemeral containers test
