remove metadata-concealment related testing #108694

We agreed to remove these tests in SIG Auth because they aren't testing
any OSS functionality.

drop from dependencies.yaml

FATA open /home/prow/go/src/k8s.io/kubernetes/test/images/metadata-concealment/VERSION: no such file or directory

lgtm otherwise

We agreed to remove these tests in SIG Auth because they aren't testing
