Sometimes we can't download etcd from github's releases on S3. This may have been a temporary thing, or might be a longer-term problem. It hasn't recurred recently.
The usual failure is

Two potential fixes: #32171, kubernetes/test-infra#522. If this flake doesn't happen again, I'd opt for doing nothing, or #32171 (since I'm biased towards my own solution).
