What this PR does / why we need it:
The restriction for a /66 cidr was removed in PR #60089.
Removing this reference from the command options description.

Looks like #60089 also set a limit on the max size of the subnet, can we document this here?

ok, I'll add that.

The restriction for a /66 cidr was removed in PR#kubernetes#60089.
Removing this reference from the command options description.

This should merge for v1.10, because it corrects the help text wrt changes already in v1.10.
Silly tests seem to have held it back.
