Use canonical URL for the krew project #88593

What type of PR is this?

/kind documentation

What this PR does / why we need it:
In official documentation, we should always use the canonical URL for kubernetes projects. I messed this up a bit in #88577 where I used

  • krew.dev which is just a privately owned redirect
  • github.com/kubernetes-sigs/krew which is not the official URL either

So I'd like to consistently change that to sigs.k8s.io/krew.

Which issue(s) this PR fixes:

Fixes kubernetes/kubectl#829

Special notes for your reviewer:

Does this PR introduce a user-facing change?:

NONE

Additional documentation e.g., KEPs (Kubernetes Enhancement Proposals), usage docs, etc.:

Hi @corneliusweig. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Instructions for interacting with me using PR comments are available here. If you have questions or suggestions related to my behavior, please file an issue against the kubernetes/test-infra repository.

@pwittrock You were interested in the original PR #88577 in todays SIG-CLI. So here's already a follow-up fix. If you'd like any changes, this should be a good place :)

I have an outstanding PR that'll render this broken.

https://krew.sigs.k8s.io/docs/user-guide/setup/install/ might be better for all these.
